Hillary Clinton at House Foreign Affairs
Mme. Secretary testified before the House Foreign Affairs Committee
today to explain the rationale for her 2013 budget proposals. When she
is before this committee, it always seems that time it at a premium,
and so she ends up submitting much of what she would like to say and
explain as text. Apparently that was the case today regarding her
opening remarks.
