I am delighted to send best wishes to our U.S. Government and local staff gathered today for PEPFAR’s Annual Meeting. Under Ambassador Eric Goosby’s leadership, you are all saving lives and making a difference.

You represent the generosity of the American people. And the work you do every day not only helps the most vulnerable among us, but it also promotes peace and security around the world –healthy societies are more likely to be stable societies.

That’s why we have made it clear that PEPFAR – and all of our work in global health – is an essential part of our foreign policy. The State Department’s first ever Quadrennial Diplomacy and Development Review, known as the QDDR, explicitly recognizes development as one of the three pillars of U.S. foreign policy, along with diplomacy and defense.

And it strongly affirms PEPFAR as a game-changing program helping turn the tide on HIV/AIDS.

So, congratulations on another successful year of problem solving and innovating. Thanks to you, more people in more places have the opportunity to live up to their own God-given potential. Thank you very much.
